粤闽浙沿海城市群减污降碳协同治理评价研究

城市群是中国推动减污降碳的重点区域,科学谋划城市群协同减污降碳对中国生态文明建设具有重要意义。该文基于SFIC模型提出减污降碳协同治理理论框架并构建评价指标体系,利用熵值法、复合系统协同模型、Dagum基尼系数及其分解法、空间引力模型等方法,探讨2012-2021年粤闽浙沿海城市群减污降碳协同治理协同发展水平及其时空演变规律。结果表明:(1)粤闽浙沿海城市群减污降碳协同度呈现逐年稳定增长趋势,环境保护、资源利用和增长质量是城市群减污降碳协同增效演变的重要影响因素;(2)城市群减污降碳协同治理存在时空差异,城市群差异逐渐缩小,但城市间协同增效合作机制有待加强,整体协同度较低且不稳定;(3)城市群协同度空间联系逐渐增强,网络结构呈现"多点辐射"的空间格局,形成城市集群协同发展的格局。综合研究结果,作者从提升减污降碳系统协同度、优化协同发展体制机制、构建空间治理体系等方面提出了政策启示。
Evaluation Research on Synergistic Governance of Pollution and Carbon Reduction in Coastal Urban Agglomerations of Guangdong,Fujian and Zhejiang Provinces
The urban agglomeration is the important region of China in regard of promoting pollution and carbon reduction,so to institute a scientific planning for synergistic pollution and carbon reduction of urban agglomerations is of great significance in the realization of ecological civilization in China.This article is intended to explore the level of coordinated development of coordinated governance of pollution and carbon reduction and its spatial and temporal evolution law of the coastal urban agglomerations of Guangdong,Fujian and Zhejiang provinces during the period of 2012-2021 using the SFIC model,and based on which we propose a theoretical framework for coordinated governance of pollution and carbon reductions and set up an evaluation index system,and meantime the entropy value method,the composite system synergy model,the Dagum Gini coefficient and its decomposition method,and the spatial gravity model,etc.were used as well.Consequently,it was showed that the synergy level of pollution and carbon reductions in coastal urban agglomerations of Guangdong,Fujian and Zhejiang tended to be a stable growth year by year,and environmental protection,resource utilization and economic growth quality were the important factors that affected the synergia evolution of pollution and carbon reductions in the urban agglomerations.There were spatial and temporal differences in the synergistic management of pollution and carbon reduction of the agglomerations,and the differences between these city clusters were gradually narrowing,but the mechanism of inter-city synergistic co-operation had to be strengthened due to the overall synergistic degree being relatively low and unstable.The spatial connection of synergistic degree of the agglomerations was gradually increasing,and the network structure presented a spatial pattern featuring'multi-spot radiation',so that forming a situation of synergistic development.Summarily,this study put forward policy suggestions in terms of enhancing the synergy of the pollution and carbon reduction system,optimizing the institutional mechanism for synergistic development,and constructing a spatial governance system.
