摘要

基于驱动力-压力-状态-影响-响应-管理(DPSIRM)模型,结合浙江省"五水共治"工作实践,建立了包括6个准则层、42个评价指标的浙江省水安全评价指标体系,并结合障碍度诊断模型,对2006-2020年浙江省水安全的障碍因子进行了诊断分析.结果表明:(1)浙江省的水安全状况总体呈逐年上升趋势;(2)除驱动力子系统外,各子系统水安全指数基本呈波动上升趋势;(3)不同时段的主要障碍度因子各不相同,2006-2013年,压力和响应子系统是水安全的主要制约因素.2016年起,状态和驱动力子系统成为制约水安全的主要障碍.

Abstract

Combined with the work practice of"fiver water co-governance"in Zhejiang Province,the water security assessment index system including 6 criterion layers and 42 evaluation indexes was established based on the driving force-pressure-state-impact-response-management(DPSIRM)model.The obstacle diagnosis model was used to identify the main obstacle factors relating to water security in Zhejiang Province from 2006 to 2020.The results showed that:(l)the overall water security situation in Zhejiang Province was improving year by year.(2)Except for the driving force subsystem,the water security index of each subsystem basically showed an upward trend with some fluctuations.(3)The main obstacle factors varied in different stage.From 2006 to 2013,pressure and response subsystems were the main water security restrictive factors.Since 2016,state and driving subsystems became the main obstacle factors on water security.
