The logic and practice of provincial territorial ecological restoration planning system construction based on the perspective of"plan-design-governance"
Territorial ecological restoration is an important part of the implementation of territorial spatial planning.It is crucial to clarify the construction logic of the planning system of territorial ecological restoration for its preparation,implementation and function.Our research started from the demand level of territorial ecological restoration,then clarified the basic logic of territorial ecological restoration planning system,and explored the theory of the construction of planning system of the provincial territorial ecological restoration by taking Zhejiang Province as an example.The results showed that:(1)the demand of territorial ecological restoration planning could be embodied in three levels,such as"functional restoration-resilience improvement-value realization".(2)The logic of territorial ecological restoration planning system was carried out as specialized program around the construction logic of"overall planning-deepening design-systematic governance".(3)Based on the construction logic,the provincial territorial ecological restoration planning was organized into three systems of"preparation-implementation-support".Our research showed that territorial ecological restoration planning should start from the understanding of changes of demand level,with the goal of maintaining ecological security and improving spatial value,and construct a planning system in the provincial area through vertical transmission,horizontal deepening and whole-process support.This study can provide an implementation path for systematically carrying out territorial ecological restoration work.
