Performance evaluation of contaminated site treatment in China based on data envelope analysis
Rapid urbanization process in China is accompanied by a relocation of a large number of industrial enterprises,resulting in a large number of contaminated sites to treat.China has spent a lot of money in treating contaminated sites,but there is a lack of relevant performance evaluation.This paper selected 40 typical contaminated site treatment projects(distributed in 33 counties)to evaluate the performance,and analyzed the influencing factors of the contaminated site treatment performance.Results showed that:(1)the performance in areas of Shandong,Hebei and centre and south of Hunan was good,but the performance in several areas of southeast and central China like Chongqing and Hunan was relatively not so good.(2)At the site scale,insufficient investment of capital,time and staff were important factors to influence contaminated site treatment performance.Moreover,expected output still needed to improve,and unexpected output needed to control pollution discharge.(3)At the county scale,contaminated site treatment performance had significant positive correlation with the rate of industrial added value to gross domestic product and year-end total population(p<0.05),indicating that economic and population were important influecing factors.
