Consideration and improvement on the legal system of biodiversity conservation in the Yellow River basin
Ecological fragility is the biggest problem in the Yellow River basin,and the biodiversity of the Yellow River basin has suffered some damage due to the influence of climatic and anthropogenic factors,as well as the absence of relevant legal regulations for a long time.The"Yellow River Protection Law"provides legal support for the protection and restoration of biodiversity in the Yellow River basin,but there are several deficiencies in the implementation level,such as the current legislation is limited to principles and declaratory provisions,lack of specific measures to implement the relevant systems,imperfect monitoring of biological resources,gaps in the prevention of invasive species,and incomplete ecological compensation mechanism in the basin,which restricts the good implementation of the biodiversity protection system and norms in the Yellow River basin.The implementation of the biodiversity protection system in the Yellow River basin is constrained.In view of the above problems,it is proposed that the supporting legislation and management system should be further improved,the standard system of biodiversity survey and monitoring and the assessment mechanism should be improved,the gap in the prevention system of invasive alien species should be filled,and the basin ecological compensation mechanism should be optimised,so as to promote the effective protection and efficient management of biodiversity in the Yellow River basin.
