摘要
浙江省已于2019年完成了省、市、县三级的"三线一单"生态环境分区管控方案的印发实施,目前已步入动态更新和全面应用阶段.通过近5年的实施,浙江省"三线一 单"生态环境分区管控取得了明显成效,相关工作总体走在全国前列.在总结浙江省"三线一单"实施取得成效的基础上,重点剖析了分区管控体系有待进一步完善、实施领域有待进一步拓宽及实施路径有待进一步明晰等方面的问题和挑战,结合浙江省生态空间管控面临的形势要求,借鉴其他优秀经验做法,从优化分区管控体系、强化数据平台共建共享、进一步拓展应用领域、优化实施路径等方面针对性地提出了下一步对策与展望.
Abstract
Since 2019,"Three Lines One Permit"ecological environment zoning control plan has been implemented all over Zhejiang Province at province,city and county levels,and has entered the stage of dynamic updating and comprehensive application.After nearly 5 years of implementation and application,"Three Lines One Permit"ecological environment zoning control in Zhejiang Province has gained obvious achievements,and the related work is generally in the forefront of the nation.On the basis of summarizing the results achieved in the implementation and application of"Three Lines One Permit"in Zhejiang Province,this paper focuses on analyzing the problems and challenges,such as the zoning control system to be further improved,the implementation and application field to be further expanded and the application path to be further clarified and so on.Combining with the situation requirements of ecological space management and control in Zhejiang Province,and drawing on other excellent experiences and practices,the next countermeasures and prospects are proposed from the aspects of optimizing the zoning control system,strengthening the co-construction and sharing of data platforms,further expanding application fields,as well as optimizing implementation and application pathways.
