Scientific and effective energy legislation is an important system guarantee for achieving the energy revolution and the"dual carbon"goals.The"dual carbon"goal is not only an energy revolution related to the high-quality development of China's energy,but also should provide new value guidance for China's energy legislation.After an overview of China's existing energy laws,it was found there were similarities between the legislative purpose,value orientation and China's energy legislation and the"dual carbon"goals,but there was also conflicts which had affected the high-quality development of energy in China.Therefore,it was suggested that in the process of energy legislation in China,the value goals of green,low-carbon and sustainable should be clearly defined,and energy efficiency,energy justice and energy ecological security should be adhered to as the basic connotations of China's energy development.
