Research on eco-environmental standard system for co-controlling pollutants and carbon emissions in China
The current eco-environmental standard system in China,focusing on pollution reduction and control,was not closely related to carbon emissions,and lacked standards to support carbon emission trading,greenhouse gas(GHG)emissions and monitoring,and technical guidelines for co-controlling pollutants and carbon emissions,which was difficult to effectively support to build a beautiful China and realize the dual carbon goals.Therefore,based on the analysis of international policies and standards for collaborative control of GHG and environmental pollutants,and combined with the management needs of pollutants reduction and carbon reduction in China,this study adopted the classification hierarchy structure and comprehensive standardization method,so as to construct a framework of eco-environmental standard system for pollutants reduction and carbon reduction supporting the"market+administration"GHG management model.It was suggested to formulate carbon emission trading standards such as quota accounting and verification for industries planned to be included in the carbon market.For other industries,it was suggested to formulate pollutant emission standards for collaborative control of GHG,and formulate relevant standards to support the co-control of pollutants and carbon in the whole chain.
