In the context of the eco-environmental zoning control policy being implemented and refined,developing an evaluation index system is essential for establishing a comprehensive mechanism to evaluate and monitor the outcomes of eco-environmental zoning control.Drawing on the framework and methods of regional environmental performance assessment,and prioritizing scientific,systematic,quantifiable and operational criteria,a novel index system was crafted.It included 15 specific indicators covering four dimensions:ecological environment system improvement,resource efficiency enhancement,high-quality industrial development and ecological environment governance capability enhancement.A case study in a coastal city was conducted for empirical analysis at last.The system effectively reflected the key outcomes of the zoning control policy,and the evaluation results were credible.These findings offer guidance and a reference for constructing evaluation indicators at the municipal level for eco-environmental zoning control policy.
