Policy tool for carbon emission control in the world economy
China has proposed to achieve carbon peak before 2030 and carbon neutrality before 2060.In the process of promoting dual carbon goal in China,the experiences and lessons of the world economy in the historical process of carbon emission control need to be learned.This paper summarized the development process,top-level design,target constraint and policy tool of the world economy in the process of carbon emission control.Based on the actual national conditions of China,suggestions for achieving China's vision of carbon neutrality were proposed from four aspects:constructing the top-level design for carbon emission control,clarifying the implementation pathways for carbon emission control in key areas,gradually improving the carbon emission trading system,accelerating the research and development of carbon emission control technology.
