城市智慧水管家背景下市政污泥处理处置问题和解决思路的分析

随着中国长江三峡集团有限公司长江大保护水管家模式的推广应用,市政污泥的处理处置已成为水环境治理过程中压轴性的难点和痛点问题。通过分析长江经济带典型城市污泥的泥质特性,探讨当前污泥处理处置存在的若干核心问题。提出在"水管家"模式的统筹下,污泥处理处置应遵循一城一策、因地制宜的原则,结合城市近远期发展规划,通过行业统筹与产业链集成,发挥管理创新和技术集成优势,合理选择技术路线。建议创新"政府+产学研用"的商业模式,把污泥处置责任交给一级政府、把新污染物等无害化研究交给学术界、把污泥处理处置产业交给市场,通过有为政府与有效市场的相互促进,构建城市多源污泥协同处置与资源化利用的综合解决方案,打造经济技术最优的城市示范样板。本研究结果可为今后污泥处理处置提供参考。
Analysis of the problems and solutions of municipal sludge treatment and disposal under the background of smart urban water manager
With the promotion and application of smart urban water manager model during the Yangtze River protection process by the China Three Gorges Corporation,the treatment and disposal of municipal sludge has become a difficult and painful problem in the process of water environment governance.By analyzing the characteristics of typical urban sludge in the Yangtze River Economic Belt,this paper discussed several core problems in sludge treatment and disposal and proposed that under the overall planning of the"smart urban water manager",sludge treatment and disposal should be combined with the near-term and long-term development plan of the city and follow the principle of"one city one policy,and adaptation to local condition".Through industry coordination and industrial chain integration,we should give full play to the advantages of management innovation and technology integration and choose a reasonable technological route.It was suggested to innovate the business model of"government+industry-academia-research-application"by transferring the responsibility of sludge disposal to the first level government,transferring the research of pollutants removal technology to the academic community,and transferring the sludge treatment and disposal industry to the market.Through the mutual promotion between the government and the effective market,a comprehensive solution for the collaborative disposal and resource utilization of multi-source sludge will be constructed,and the most economically and technologically optimal urban demonstration model will be created.This study can provide a reference for sludge treatment and disposal in the future.
