Research on the evaluation system of"zero-waste index"at the district level
"Zero-waste index"is a comprehensive index that reflects the effectiveness of"zero-waste city"construction and solid waste treatment.Although the"Zhejiang zero-waste index"has been explored,at the sub-district level,as the"last mile"of policy implementation,there is still a lack of a more targeted and process-oriented evaluation system,leading to problems such as unclear construction foundation and lack of work grasp.Different from the national and provincial levels which focus on the evaluation of local construction effectiveness and outcome,"zero-waste index"at the district level aims to promote the implementation of work and identify shortcomings timely.Considering the four principles of"data can be counted,difficulties can be promoted,sub-district can make efforts,and results can be compared",in view of the differences in construction priorities,the inability of some index data to be divided to the Sub-district level,and the inappropriateness of interpolation for some indicators,a"district level zero-waste index"evaluation system was constructed based on the nature of facing the masses,and the standardized"scheduling,measurement,feedback,and application"process has been established,which complemented a key part of the multi-level evaluation system.
