我国垃圾填埋场温室气体排放控制与发展展望

对我国生活垃圾填埋处理发展状况进行分析,结果表明:2010-2022 年,我国卫生填埋场的数量和生活垃圾填埋量均呈现下降趋势;城市、县城生活垃圾卫生填埋场占全部填埋场的比例逐年提升,2022 年占比均达到 98%以上;在填埋处理发展过程中,填埋场渗滤液处理属于薄弱环节之一,需重点关注。与此同时,生活垃圾填埋场排放的甲烷是全球重要的温室气体排放源,需要积极开展填埋气体回收利用。近些年,虽然原生生活垃圾填埋处理逐步被生活垃圾焚烧发电替代,但生活垃圾填埋场仍然是生活垃圾处理必不可少的基础设施,需要保障填埋场合理剩余容量,以避免建设应急填埋场,提高生活垃圾处理的韧性。
Greenhouse Gas Emission Control and Development Prospect of Landfill in China
The development of domestic waste landfill treatment in China was analyzed.The results showed that the number of sanitary landfills and the amount of domestic waste landfill in China showed a downward trend from 2010 to 2022.The proportion of municipal and county solid waste sanitary landfills in all landfills had increased year by year,and the proportion both reached more than 98%in 2022.In the process of landfill treatment development,landfill leachate treatment is one of the weak links and needs to be paid attention to.At the same time,methane emitted from landfill is an important source of greenhouse gas emissions in the world,and landfill gas recycling should be actively carried out.In recent years,although the primary landfill treatment has gradually been replaced by the incineration of domestic waste to power generation,the landfill is still an essential infrastructure for domestic waste treatment.Moreover,it is necessary to ensure the reasonable remaining capacity of the landfill,which could avoid the construction of emergency landfills and improve the toughness of domestic waste treatment.
