摘要
为规范生活垃圾填埋场建设与运营,防范生态环境风险,我国先后于 1997 年、2008 年制、修订了生活垃圾填埋污染控制标准.但随着固体废物污染防治工作的不断深入,标准仍存在不适应环境管理需要的问题,如渗滤液达标排放难度大、恶臭污染物和温室气体协同控制要求薄弱、填埋全过程环境风险管控措施不够完善等.为此,生态环境部组织修订GB 16889-2008 生活垃圾填埋场污染控制标准,并于 2024 年 7 月印发新修订标准.本研究系统分析了我国生活垃圾填埋场渗滤液间接排放、恶臭污染物控制和温室气体减排存在的主要问题、环境风险节点和重点修订内容,为新标准的实施提供技术支撑.
Abstract
In order to standardize the construction and operation of municipal solid waste landfill and prevent ecological and environmental risks,China revised the standard for pollution control on the municipal solid waste landfill in 1997 and 2008.However,with the deepening of the prevention and control of solid waste pollution,there are still problems with the standards that do not meet the needs of environmental management,such as the difficulty of meeting emission standards for leachate,weak requirements for coordinated control of odor pollutants and greenhouse gases,and inadequate environmental risk control measures throughout the landfill process.In view of this,Ministry of Ecology and Environment organized the revision of the standard for pollution control on the municipal solid waste landfill(GB 16889-2008)and issued it in July 2024.This paper systematically analyzed the main problems,environmental risk nodes,and key revision contents of indirect leachate discharge,odorous pollutants control,and greenhouse gas emissions reduction of municipal solid waste landfill in China,thus providing technical support for the implementation of the new standard.
