针对运控人员评价中定义不清,评价指标存在模糊性和不确定性的问题,提出了一种AHP和模糊综合评价法(FCE)相结合的方法对运控人员的胜任力进行定性与定量相结合的评价.首先,系统分析了航空公司运行控制系统的概念和组成,提出运控人员主要分为飞行签派员和运行调度员两种.其次,提出了通过AHP法定权,再通过FEC法确定胜任力的评价模型,从而可适应不同规模航空公司的胜任力评估.最后,通过说明型和应用型算例,验证了模型.结果表明,模型能够快速、有效地对运行控制人员的胜任力进行评估.
Evaluation of Competency of Operation Control Person Based on AHP-FCE
To solve the issues of unclear definitions,fuzziness,and uncertainty in the evaluation for opera-tion control personnel,this paper proposes a combined method of AHP and Fuzzy Comprehensive Evalua-tion(FCE)to conduct a qualitative and quantitative assessment of the competency of these personnel.Firstly,the paper systematically analyzes the concept and composition of airline operation control systems,identifying two main categories of operation control personnel:flight dispatchers and operation schedul-ers.Secondly,an evaluation model is established,which utilizes AHP to determine weights and then ap-plies FCE to assess competency,thereby enabling adaptability to competency assessments across different-sized airlines.Finally,the model is validated through illustrative and applied case studies.The results demonstrate that the model can rapidly and effectively evaluate the competency of operation control per-sonnel.
