The improvement of the policy of teachers'ethics accountability in primary and secondary schools is the only way to improve the moral cultivation of primary and secondary school teachers,which is of profound signifi-cance to promote the harmonious and healthy development of primary and secondary school students.By sorting out the relevant policies on teachers'ethics accountability in primary and secondary schools since the reform and open-ing up,it is found that the policy of teachers'ethics accountability has gone through four stages in China:the ini-tial establishment period,the search and exploration period,the in-depth development period and the maturing pe-riod.Its evolution presents a driving mechanism aimed at changing the dilemma of teachers'ethics,the implemen-tation of policies through various channels,the value orientation of taking educational equity as the policy goal,and the logic of expressing policy discourse in textual form.In the future,the policy of teachers'ethics accountability in primary and secondary schools will develop in the direction of an education-oriented driving mechanism,diversi-fied value orientation,policy tools to support process guarantee,and increasingly reasonable and scientific policy discourse in China.
