延子高速公路EPC项目管理模式探讨

为了探究高速公路EPC管理模式的优缺点,对陕西省最大的(截止2022 年)由设计单位牵头的EPC项目——延子高速公路建设项目进行研究,分析了EPC管理模式在管理制度、施工进度、设计质量、施工质量、投资控制、管理协调等方面的优点与不足.结果表明:EPC项目具有交叉施工协调及时、设计服务高效快捷、前期工作推进快、原材料运距短、有利于投资控制、减少业主管理和协调的工作量等优点.也存在着因法律法规、管理等制度不够完善,计量支付不能及时跟进,监理管理模式与EPC模式不匹配等问题,需要通过完善总承包模式相关管理制度、慎重选择总承包单位、提高总承包项目的初步设计深度和精度、优化计量支付方式、优化监理管理模式等措施使EPC模式发挥应有的作用.
Discussion on EPC Project Management Mode of Yanzi Expressway
To explore the advantages and disadvantages of expressway EPC management mode,in Shaanxi province's largest(as of 2022)at the end of the design unit led by Yanzi Expressway EPC project were studied,analysis the EPC management pattern in the management system,construction schedule,the design quality,construction quality and investment control,the advantages and short-comings of management coordination,etc.The results show that:EPC projects have the advantages of timely cross-construction coordi-nation,efficient and fast design service,fast advance of preliminary work,short transportation distance of raw materials,conducive to in-vestment control,and reduce the workload of owner management and coordination.There are also some problems,such as incomplete laws,regulations and management systems,failure to follow up measurement and payment in time,and mismatch between supervision management mode and EPC mode,It is necessary to improve the relevant management system of general contracting mode,carefully se-lect the general contractor,improve the preliminary design depth and accuracy of the general contracting project,optimize the measure-ment payment method,optimize the supervision management mode and other measures to make the EPC mode play its due role.
