港口危险品物流作业风险因素评价

摘要
为识别评价港口危险品物流作业风险因素进而优化风险管理资源,构建了9 个风险决策单元 32 个风险因素的评价指标体系,利用熵权-AHP混合约束DEA法对风险决策单元进行评价和排序.研究指出人员风险是Pareto最大风险决策单元,其次是管理风险、包装作业风险、存储作业风险、装卸作业风险,科学量化了各决策单元的风险概率和不良后果可降低的比例,为分类施策、精准防范风险提供了科学依据.
Abstract
In order to identify and evaluate the risk factors of port dangerous goods logistics operation so as to optimize the risk manage-ment resources,an evaluation index system of 32 risk factors for 9 risk decision units is constructed,and the risk decision units are e-valuated and ranked by using entropy weight-AHP hybrid constraint DEA method.The research results show that personnel risk is the biggest risk decision unit of Pareto,followed by management risk,packaging operation risk,storage operation risk,loading and unloading operation risk,etc.Scientifically quantized the risk probability and the proportion of consequences that can be reduced of each decision-making unit,which provides a scientific basis for classified policy implementation and precise risk prevention.
