摘要
随着老龄化的发展和养老方式的革新,推进城市健康养老服务体系建设已成为社会与个人的共同需求.以哈尔滨市为例,通过文献研究法、问卷调查法与归纳总结法,分析城市老年人健康养老服务在身体健康、精神健康、社会参与和社会支持等方面的现状.哈尔滨市的城市老年人健康养老服务体系建设存在养老服务体系单一、健康养老服务供需不均衡、专业人才缺乏、资金支持力度不足等问题.应促进健康养老服务供需平衡,保障健康养老服务体系的人才供给;提高医养结合融合度,开展健康养老宣传教育活动;助推老年人增权赋能,提高家庭支持的作用;推动专业社工发展,加强健康养老人才队伍建设;从宏观、中观及微观层面入手,加强健康养老服务体系建设.
Abstract
With the progress of population aging and the innovation of pension mode,promoting the construction of urban health and pension service system has become the common need of the society and individuals.Through taking Harbin City as an example,the study analyzes the current situation of the health and elderly care service for the elderly with literature research method,questionnaire survey method and summary method from the following aspects:physical health,mental health,social participation and social support,etc.It is found that there are some problems in the construction of urban elderly health care service system in Harbin City:simple elderly care service system,unbalanced health elderly care service supply and demand,lack of professional talents,and insufficient capital support,etc.It is necessary to promote the balance between supply and demand of healthy elderly care services,ensure the supply of talents in the healthy elderly care service system;improve the integration of medical and nursing care,and carry out publicity and education activities for healthy elderly care;promote the empowerment of the elderly,and enhance the role of family support;promote the development of professional social workers,and strengthen the construction of professionals for healthy elderly care;strengthen the construction of health and elderly care service system from the macro,meso and micro levels.
