摘要
职称自主评审权的下放标志着高校职称制度改革的开始.以广东省民办高职院校职称评审为例,采用定性研究法,从制度设计偏差、制度执行偏差、组织目标冲突、组织资源匮乏与行动者能力不足五方面论述民办高职院校职称自主评审中面临的困境.明确设计导向、规范流程标准、健全制度的闭环机制、完善监督机制以弥合组织冲突、优化组织资源与主体激励对策等措施能有效保证职称评审结果的公平性、权威性,推动广东省民办高职院校职称改革工作的健康发展.
Abstract
The decentralization of independent evaluation of professional title marks the beginning of the reform of the professional title system in colleges and universities.Through taking Guangdong Province as an example,the study discusses the institutional dilemma and its causes from five aspects:system design deviation,system implementation deviation,organizational goal conflict,lack of organizational resources and insufficient ability of actors.Clear design orientation,standardized process standards,sound closed-loop mechanism of the system,perfect supervision mechanism to bridge organizational conflicts,optimization of the organizational resources and main incentive countermeasures can effectively ensure the fairness and authority of title evaluation results,and promote the healthy development of the title reform of private higher vocational colleges in Guangdong Province.
