健康中国战略下基层健康治理面临的现实挑战与对策研究

摘要
对健康中国战略下基层健康治理面临的现实挑战进行梳理分析,发现我国基层健康治理取得了一定的进展,但也面临着基层群众对健康理念存在认知偏差、基层健康保障不健全、基层健康环境问题亟待解决、基层健康产业发展滞后等现实挑战.为此,应加强全民健康教育,普及正确健康理念;健康资源重心下移,优化基层健康服务;完善基层基础设施建设,健全健康保障体系;加强基层环境整治,营造健康环境氛围;推进产业多元创新,促进基层健康产业发展.加强基层健康治理,要清晰了解和充分掌握基层健康治理面临的现实挑战,沿着正确的治理路径不断探索实践,从而才能实现基层健康治理的长远发展.
Abstract
The study analyzes the practical challenges of grass-roots health governance under the Healthy China strategy.It is found that China's grass-roots health management has made certain progress,but it still faces practical challenges such as the cognitive bias of the grass-roots people on the health concept,imperfect grass-roots health security and grass-roots health security,the urgent need to solve the problems of the grass-roots health environment,and the lagging development of the grass-roots health industry,etc.Therefore,it is suggested to strengthen the health education of the whole people,popularize the correct health concept;shift the focus of health resources,optimize primary health services;improve basic infrastructure construction,perfect the health security system;strengthen the grass-roots environment improvement,create healthy environment atmosphere;promote diversified industrial innovation and the development of community-level health industries.It is necessary to clearly know and fully grasp the realistic challenges faced by grass-roots health governance,and constantly explore and practice along the correct governance path,so as to strengthen grass-roots health governance,achieve the long-term development of grass-roots health governance.
