摘要
人口老龄化背景下,失能老人照护由家庭话题上升为社会话题.基于此,界定失能老人与社区照护核心概念,了解失能老人照护实际情况,分析辽宁省城市失能老人在社区照护方面的政策支持与设施建设、社区专项人才培养、失能老人家庭成员护理等方面的现状及存在问题,从增强照护需求识别能力,实现服务梯度化供给,加大对失能老人居家护理的扶持力度,加强对社区专项人才的培养与激励,提高社会对居家护理服务的认识等方面探索优化辽宁省城市失能老人社区照护服务,为提高失能老人照护养老服务质量提供参考.
Abstract
Under the background of population aging,the care of disabled elderly people has become a social topic from a family topic.Based on this,the study defines the core concepts of disabled elderly and community care,grasps the actual situation of disabled elderly care,and analyzes the current situation and problems of policy support and facility construction,community special talent training,and family member care of disabled elderly in urban areas of Liaoning Province.It is suggested to enhance the ability to identify the needs of care,realize the gradient supply of services,increase support for home care for disabled elderly,strengthen the training and incentive of special talents in the community,improve social awareness of home care services,etc.,so as to explore the optimization of urban disabled elderly community care services in Liaoning Province,and provide reference for improving the quality of disabled elderly care services.
