新形势下浙江省婴幼儿托育服务高质量发展的对策

摘要
大力发展普惠托育服务体系有助于减轻家庭生育养育教育负担,促进人口长期均衡发展.近年来,浙江省不断扩大托育服务供给,但其托育事业发展仍存在诸多困难与问题.在定义托育服务高质量发展内涵的基础上,通过观察法、实地走访、深度访谈等方法对浙江省托育服务供给及群众的托育服务需求情况进行调研,梳理影响浙江省托育服务高质量发展的障碍因素.研究结果显示,影响浙江省婴幼儿托育服务供给的障碍因素有托育机构运营困难、婴幼儿照护服务市场混乱、师资队伍匮乏、托育模式不成熟等.影响浙江省婴幼儿托育服务需求的障碍因素有家长的送托意识尚未建立、托育费用较高、托育质量参差不齐等.基于此,拉生源、降成本、提质量、强监管可有效促进浙江省婴幼儿托育服务高质量发展.
Abstract
Vigorously developing the universal childcare service system will help to reduce the burden of family birth,parenting and education;and promote the long-term balanced development of population.In recent years,Zhejiang Province has continuously expanded the supply of childcare services.However,there are still many difficulties and problems in the development of childcare in Zhejiang Province.The study defines the connotation of high-quality development of childcare services,investigates the supply of childcare services and the demands for childcare services in Zhejiang Province with observation,field visits and in-depth interviews;and sorts out the obstacles affecting the high-quality development of childcare services in Zhejiang Province.The research results show that the obstacles affecting the supply of infant care service in Zhejiang Province include the difficulties in the operation of infant care institutions,the chaos of infant care service market,the shortage of teachers,and the immature model of infant care service,etc.The obstacle factors affecting the demand of infant and child care service in Zhejiang Province include the lack of parents'awareness of sending children to care,the high cost of care and the uneven quality of care.Based on this,attracting students,reducing costs,improving quality and strengthening supervision can effectively promote the high-quality development of infant care services in Zhejiang Province.
