基于科技成果转化的六种方式探索赋权工作的实施路径

摘要
继科技成果"三权下放"改革后我国又提出赋予科研人员职务科技成果所有权和长期使用权(以下简称赋权)的改革举措,为推动科技成果转化开辟了一条新的路径.为更好地围绕赋权开展工作,对科技成果转化的六种方式进行比较分析,从源头梳理各种方式的特点及对应的赋权实施路径,提出各类的适用情形.基于学者的理论研究,结合国内高校的先进做法,从赋权政策的任务要求之一"探索国有资产管理模式"和赋权操作具体化两个角度探索包括"全部赋权""职务科技成果单列管理""双赋权"模式在内的国有资产管理创新模式实施路径,针对权属和利益分配两个核心问题提出具体的实践手段,为我国职务科技成果赋权工作的开展提供重要参考.
Abstract
Following the"three powers to delegate"reform of scientific and technological achievements,China has put forward a reform measure to grant scientific and technological achievements ownership,and long-term use rights(empowerment),which has opened up a new path to promote the transformation of scientific and technological achievements.In order to better promote empowerment work,the study compares and analyzes six ways of transforming scientific and technological achievements,sorts out the characteristics of each way and the corresponding empowerment implementation path from the source,and puts forward various applicable situations.Based on the theoretical research of scholars and combined with the advanced practices of domestic universities and institutions,the study puts forward suggestions from two perspectives:"state-owned assets management mode",which is one of the task requirements of empowerment policy,and the concrete operation of empowerment.Firstly,the study explores the implementation path of the state-owned assets management innovation mode,including the mode of"full empowerment""single list management of functional scientific and technological achievements"and"double empowerment".Secondly,the study puts forward the concrete practical means in the two core issues of ownership and benefit distribution,to provide important reference for the work of empowerment of scientific and technological achievements in China.
