协同治理理论下成都市老旧小区加装电梯面临的困境及解决对策——以C区为例

以协同治理理论为基础,从政府引导、社区协调、企业服务、居民自治层面对成都市C区老旧小区加装电梯工作面临的困境进行分析.结果发现,政府部门以行政工作为重点,较少关注加装电梯过程中产生的矛盾纠纷;社区的宣传和反馈通道不畅,矛盾调解力度不足,监督管理落实不到位;企业的安装技术水平参差不齐,维护保养不到位;居民的参与度不够,调解协议难以进行.基于多元协同治理理论提出如下解决对策:政府要协调好各部门和机构之间的关系,将工作重点落在政策供给、技术指导、财政支持与监督管理等方面.社区需畅通反馈渠道,协调居民之间的关系.企业要定期对电梯进行清洁、润滑、保养、维修,确保加装电梯的质量.居民要遵守相关规定,通过小区内部会议、听证会及矛盾纠纷调解会等形式合理提出自己的意见或建议.
Abstract
Based on the theory of collaborative governance,the study analyzes the difficulties of installing elevators in old residential areas in C District of Chengdu from the perspectives of government guidance,community coordination,enterprise service and residents'autonomy.The results show that the government departments focus on administrative work and pay less attention to the contradictions and disputes in the installation of elevators.The publicity and feedback channels are not smooth,the conflict mediation is insufficient,and supervision and management are not in place in the community.The installation technology level of the enterprise is uneven,and the maintenance is not in place.The participation of residents is insufficient,and the mediation agreement is difficult to carry out.Based on the theory of multiple collaborative governance,the following solutions are proposed:government should coordinate the relationship between various departments and agencies,and focus on policy supply,technical guidance,financial support and supervision and management,etc.Communities should open up feedback channels and coordinate the relationship between residents.Enterprises should regularly clean,lubricate,maintain and repair the elevator to ensure the quality of the elevator.Residents should follow relevant regulations and reasonably put forward their opinions or suggestions through internal meetings,hearings and conflict and dispute mediation meetings in the community.
