基于DEA的江苏省淮安市医疗资源配置效率研究

摘要
运用数据包络分析(DEA)法,采用相关性分析,DEA变量规模回归模型、Malmquist指数等动态与静态相结合的研究法对江苏省淮安市基层医疗卫生资源的配置效率进行全面研究.研究结果显示,2022 年其基层医疗卫生机构的综合技术效率平均值为0.738,其中5 个区县表现出DEA无效,暴露了资源配置中存在投入冗余问题.2017-2022 年,其医疗卫生资源配置的全要素生产率平均值为0.970,年度数据在1.000 附近波动,表明部分区县的医疗资源配置效率有待进一步提升.尽管淮安市的医疗资源配置效率总体处于可控范围,但仍需通过优化部分地区医疗机构卫生资源配置,发挥政府主导作用,持续关注医疗资源的投入产出比等对其进行科学合理的监测与规划,以促进其整体配置更高效.
Abstract
By using data envelopment analysis(DEA),the study comprehensively analyzes the allocation efficiency of primary medical and health resources in Huai'an City,Jiangsu Province with correlation analysis,and the combination of dynamic and static research methods,such as DEA variable scale regression model,and Malmquist index.The results show that the average comprehensive technical efficiency of primary medical and health institutions is 0.738 in 2022,among which 5 districts and counties show ineffective DEA,exposing the problem of input redundancy in resource allocation.From 2017 to 2022,the average total factor productivity of its medical and health resource allocation is 0.970,and the annual data fluctuates around 1.000,indicating that the efficiency of medical resource allocation in some districts and counties needs to be further improved.Although the allocation efficiency of medical resources in Huai'an City,Jiangsu Province is generally within the controllable range,scientific and reasonable monitoring and planning should be carried out by optimizing the allocation of health resources in some medical institutions,giving play to the leading role of the government,and continuously paying attention to the input-output ratio of medical resources,so as to promote more efficient overall allocation.
