省属科研院所在科研项目知识产权全流程管理中的实践与经验

摘要
知识产权工作事关高质量发展,科研院所是国家的战略科技力量,但是我国科研机构的知识产权实力还需进一步加强.《科研组织知识产权管理规范》的发布与实施为科研机构建立健全知识产权管理体系提供了标准化模板与原则性要求.以黑龙江省某省属科研院所为例,该研究院所在科研项目立项前的筹划阶段、项目执行阶段、项目执行期结束前阶段、科研项目绩效综合评价完成阶段和项目结束阶段对科研项目知识产权进行了全流程管理,相关经验可为其他院所推动科研项目知识产权全流程管理工作高质量发展提供借鉴与参考.
Abstract
Research institutes are the national strategic scientific and technological force,and intellectual property work is related to high-quality development.However,the intellectual property strength of research institutions in China still needs to be further strengthened.The release and implementation of the"Regulations on Intellectual Property Management of Scientific Research Organizations"provide standardized templates and principled requirements for scientific research institutions to establish and improve their intellectual property management system.The study is based on the research object of a provincial research institute.The institute has carried out full process management of intellectual property rights of scientific research projects in the planning stage before the establishment of a project,the execution stage of a project,the completion stage of comprehensive evaluation of scientific research project performance and the completion stage of a project.The relevant experience can provide reference for other institutes to promote the high-quality development of the full process management of intellectual property rights of scientific research projects.
