省属科研院所知识产权贯标工作实践

摘要
作为国家创新发展的关键力量,省属科研院所在知识产权贯标的建立与执行上起着至关重要的作用,对于实施知识产权强国战略有着深远影响.梳理国内科研机构知识产权规范体系建设情况,分析黑龙江省知识产权相关政策,构建知识产权管理体系模型,从优化知识产权管理体系、人事管理、资源保障和知识产权管理平台构建等方面提出贯标实施方案,以期为省属科研院所专利事业发展提供参考.
Abstract
Research institutes are important innovative entities in China.The establishment and enforcement of intellectual property standards in provincial research institutes play a crucial role in the nation's goal of becoming a leader in intellectual property rights.The study reviews the construction of intellectual property regulation system for domestic institutions,analyzes intellectual property related policies in Heilongjiang Province,builds an intellectual property management system model,and puts forward implementation plans for implementing standards from optimizing intellectual property management system,personnel management,resource security and intellectual property management platform construction,so as to provide reference for the development of patent undertakings for provincial research institutes.
