供需视角下陕西省实用性村庄规划研究

摘要
从供需视角梳理实用性村庄规划在陕西省关中地区的实践成果,结合新时代村庄规划定位,探寻关中地区乡村发展的现实困境.结果显示,目前村庄在用地规划、人群特征、文化构建、产业发展等方面存在供需矛盾,从评估人口需求方面提出由地到人的村庄人口规模预测方法,重塑村庄土地规划.考虑到乡村生活圈理念,构建基本生活圈、一次生活圈、二次生活圈与三次生活圈,科学配置公共服务设施,挖掘关中地区地域特色,活化乡村产业布局,构建特色文化村落,以期为陕西省关中地区村庄的合理规划提供参考.
Abstract
The study reviews the practical results of practical village planning in Guanzhong Area of Shaanxi Province from the perspective of supply and demand,and explores the realistic dilemma of rural development in Guanzhong Area combined with the positioning of village planning in the new era.It is found that there is contradiction between supply and demand in land use planning,population characteristics,cultural construction and industrial development,etc.at present.The study proposes the prediction method of village population size from land to people in population demand prediction,so as to reshape village land planning.The study considers the concept of rural life circle;establishes basic life circle,primary life circle,secondary life circle and tertiary life circle;scientifically allocates public service facilities;explores regional characteristics of Guanzhong;activates rural industrial layout;and constructs characteristic cultural villages,so as to provide reference for the reasonable planning of villages in Guanzhong Area of Shaanxi Province.
