The policy pilot is a indigenous policy strategy and policy tool of governance in China.A policy promotion path of first trial → typical demonstration → promoting noodles by points → gradually promoting has been basically formed.The study constructs the evaluation framework for the success of the policy pilot,analyzes the pilot behavior of green building industry cluster demonstration Zone of Wujin,Changzhou,and extracts the development path for replication and promotion.
