Under the background of increasingly scarce labor resources,in order to accurately carry out human-centered new urbanization construction and alleviate urban"labor shortage"and other practical problems, the study uses dynamic monitoring data of floating population in 2017,and empirically tests the impact of new urbanization construction on the permanent migration intention of floating population with spatial econometric analysis. It is found that the permanent migration intention of floating population in China shows a U-shaped trend, which is high in the east and west, high in the north and south and low in the middle in China. Moreover, cities with higher economic and social development level, such as provincial capital cities and separately planned cities, have obvious"city circle effect".The tolerance of cities in policy identification, economic integration and social integration is the main reason for the permanent migration of floating population.Among the macroeconomic indicators of urban development, housing price and per capita GDP are the main factors to attract floating population, but per capita public finance budget expenditure has no influence on them.
