摘要
在人口老龄化背景下,运用问卷调查、访谈、文献分析等方法,阐述苏州市失能老人规模、特征与护理需求,护理服务供给、长期护理保险的政策支持等状况,剖析其存在服务供给不足、质量欠佳、保险制度不完善、专业人才短缺与政策落实不到位等问题,提出增加服务供给、提升服务质量、完善保险制度、加强人才队伍建设与强化政策落实协同等策略,以期提升养老服务水平,改善老人生活质量,促进社会和谐发展,且能持续关注动态,优化策略以适应养老需求的变化.
Abstract
Under the background of an aging population,the study expounds the scale,characteristics and nursing needs of disabled elderly in Suzhou City with questionnaire survey,interview,literature review and data analysis,etc.;expounds the supply of nursing service and the policy support status of long-term nursing insurance;analyzes the existing problems,such as insufficient service supply,poor quality,imperfect insurance system,shortage of professionals and inadequate implementation of policies,etc.It is suggested to increase service supply,improve service quality,perfect insurance system,enhance talent team construction,and promote coordination in policy implementation,so as to improve service level and the quality of life of the elderly,promote harmonious social development,continuously pay attention to the development,and optimize strategies to adapt to changes in demand.
