The study analyzes the importance of independent innovation in scientific research institutes,and proposes measures and methods,which are conducive to the development of scientific and technological innovation,so as to fully play the leading role of scientific and technological support of research institutes,face the needs of national development strategies,highlight their characteristic and advantageous specialties,and innovatively and creatively solve key technologies and problems.
