国土空间规划背景下蓝线精细化管控策略与展望——以深汕特别合作区为例

摘要
蓝线是国土空间规划中国土空间开发保护"一张图"的重要内容,是城市管理体系中保护城市水域的管理线.建设用地规模是国土空间规划中必须严格控制的约束性指标.对于建设用地规模较为紧张的地区,蓝线需统筹兼顾城市发展空间与水系保护空间.以深汕特别合作区为例,通过对建设用地规模和河道水域面积的变化等分析,提出"精细化管控"的蓝线划定总体策略,并具体分为"梯级划定策略""底线控制策略"和"动态调整策略".本次蓝线划定工作的遗憾之处是未能实现蓝线与河道管理范围线"二线合一",未来还需继续思考探索更多城市管理策略.
Abstract
The blue line is an important part of the"one map"for the development and protection of territorial space in territorial space planning,and it serves as the management line for protecting urban river in the urban management system.The scale of construction land is a binding indicator that must be strictly controlled in territorial space planning.For areas where the scale of construction land is relatively tight,the blue line needs to balance urban development space and river pro-tection space.Taking the Shenzhen-Shanwei Special Cooperation Zone as an example,propose the blue line delineation o-verall strategy of"refined management and control"through analyzing changes in the scale of construction land and the area of river,and specifically divides it into"cascade delineation strategy","baseline control strategy",and"dynamic adjust-ment strategy".The regrettable part of this blue line delineation work is that it failed to achieve the integration of the blue line and the river management scope line,and more urban management strategies need to be further considered and explored in the future.
