摘要
政府治理是中外合作办学治理的重要方面.河南省中外合作办学治理体系的现代化,需要明晰中外合作办学治理体系的内涵,准确把握中外合作办学的主基调是服从党和国家对外开放工作大局,中心任务是提质增效,基本保障是完善治理体系、提升治理能力等现代化特征,以及科学化、民主化、法治化、精细化等治理体系现代化要求.针对中外合作办学治理中存在的"管理""监管"思想依然存在、省级政府教育统筹权运用不够充分有力、治理制度建设滞后、其他主体作用发挥不充分、规划和引导不够等问题,河南省中外合作办学应从坚持治理理念、运用好省级政府教育统筹权、建立协同共治机制、加强法规和制度建设、精细化引导等方面加强建设.
Abstract
Government governance is an important aspect of Sino-foreign cooperative school-running governance.The modernization of the governance system of Chinese-foreign cooperatively-run schools in Henan Province needs to clarify the connotation of the Sino-foreign cooperatively-run school-running governance system,accurately grasp the main tone of Sino-foreign cooperatively-run schools is to obey the overall situation of the party and the country's opening up to the outside world,the central task is to improve quality and efficiency,the basic guarantee is to improve the governance system and improve governance capabilities,as well as the modernization requirements of the governance system such as scientific,democratic,rule of law,and refined.Pro-vincial governments have strengthened construction in terms of adhering to the concept of governance,making good use of the provincial government's education overall planning power,establishing a collaborative governance mechanism,strengthening the construction of laws and regulations,and refined guidance.
