摘要
我国农村土地流转"内卷化"表现为农地流转增速放缓、小规模转入与部分转出对应的"小农复制"现象以及农业生产效率递减等.在推进农地流转中,由于国家面临社会利益与政策惯性的内卷、地方面临政绩利益与科层体系的内卷、农户面临生计利益与经济理性的内卷,各主体利益非一致性导致农地流转陷入困境.因此,推进农地有效流转要在协调各主体利益基础上,构建以制度创新为引领、以财政激励为保障、以价值自律为核心、以多元协同为根本的体制机制,共同实现农地流转去"内卷化".
Abstract
Promoting rural land transfer is an important way to promote the adjustment of agricultural structure and realize the large-scale,intensive and specialized production of agriculture.At present,the"involution"phenomenon still exists in my country's agricultural land transfer,which is manifested in the slowdown of the growth rate of agricultural land transfer,the phenome-non of"small-scale farmer replication"corresponding to small-scale transfers and partial transfers,and the diminishing efficien-cy of agricultural production.In the process of promoting farmland transfer,as the country faces the involution of social inter-ests and policy inertia,the local governments the involution of political performance interests and bureaucratic system,and farmers the involution of livelihood interests and economic rationality,the inconsistency of the interests of various subjects leads to the dilemma of"involution"into which the land circulation fell.Therefore,to promote the effective transfer of agricul-tural land,on the basis of coordinating the interests of various subjects,we must build a system and mechanism guided by in-stitutional innovation,guaranteed by financial incentives,centered on value self-discipline,and based on multiple synergy,so as to jointly realize the transfer of agricultural land."Involution".
