省域基本公共教育服务均等化水平研究——以安徽省为例

基于2011-2021年安徽省16个市的面板数据,通过熵值法、Dagum基尼系数及地理探测器对考察期内安徽省基本公共教育服务均等化水平发展及其影响因素展开研究。研究结果表明:安徽省基本公共教育服务均等化水平显著提升,呈现出"中间高,南北低"的空间格局;安徽省基本公共教育服务均等化总体差异在逐渐扩大,其中,地区间差异是总体差异的主要来源;人口规模、经济发展水平、政策力度、生活水平以及基础设施水平对安徽省基本公共教育服务均等化水平存在不同程度的影响,其中基础设施水平在单因子和各因子交互作用中均占据主导地位。基于此,应优化公共财政支出结构,统筹地区协调发展,发挥政府引领作用,进而促进公共教育服务发展。
Study on the Equalization Level of Basic Public Education Services in Provincial Areas——Taking Anhui Province as an Example
Based on the panel data of 16 cities in Anhui Province from 2011 to 2021,the article researches the development of the level of equalization of basic public education services and its influencing factors during the period of investigation through the entropy method,the Dagum Gini coefficient and the geographic detector.The results show that:(1)the level of equalization of basic public education services in Anhui Province has increased significantly,showing a spatial pattern of"high in the middle and low in the north and south";(2)the overall difference in the equalization of basic public education services in Anhui Province is gradually expanding,with inter-regional differences being the main source of the overall difference;(3)population size,economic development level,policy strength,living standard and infrastructure level have different degrees of influence on the level of equalization of basic public education services in Anhui Province,among which infrastructure level occupies a dominant position in both single factor and interaction of factors.Based on this,policy suggestions such as optimizing the structure of public financial expenditures,integrating regional coordination,and playing the leading role of the government are proposed to provide a reference for the development of basic public education services in Anhui Province.
