Optimization of the Implementation of the Legal System for Wetland Directory
The wetland directory system is the institutional basis for implementing wetland classification and management,which is of great significance in ensuring the achievement of integrated wetland ecological protection and priority protection of key wetlands.Due to differences in local wetland protection legislation regarding the scope of wetland protection,wetland list management,and wetland identification procedures,the implementation of the wetland directory system is confronted with problems such as a deficiency in wetland identification standards and directory development procedures,insufficient protection of cross regional wetlands,and a lack of constraint mechanisms for wetland directory adjustment.That makes it difficult to effectively play the role of the wetland directory system.Based on the key protection,strict protection,and classified management of wetlands,the wetland protection authority must fulfill its legal obligations for the protection of general wetlands and wetlands outside the list,establish quantitative standards for wetland recognition,strictly follow the procedures for wetland list development,restrict wetland list adjustment to stabilize the scope of wetland list protection.
