Protection of Digital Service Rights and Interests of Rural Vulnerable Groups
Ensuring the fair access of rural vulnerable groups to digital services is a key issue worth stud-ying.This study takes the digital service theory as the analytical framework and starts from five dimen-sions—object,subject,content,way and guarantee,to build a development path of digital service to guar-antee the rights and interests of rural vulnerable groups.At present,digital services follow the practical logic of serving vulnerable groups,collaborative participation of government and social enterprises,person-alized and diversified services,service quality,and development system construction,which actually reflects the internal mechanism of digital literacy enhancement,technology interaction empowerment,ap-plication scenario design,multi-subject support,and policy supporting assistance.However,there exist re-alistic dilemmas:unclear object positioning,unreasonable main structure,limit content application,incom-plete mode innovation and inadequate guarantee mechanism.Therefore,measures like clarifying object ori-entation,achieving the main structure,improving the content application,promoting the innovation of methods,and perfecting the guarantee mechanism should be taken in the future to truly realize the goal of high-quality rural development.
