Land Development Right Allocation under the New Development Pattern of Internal Circulation:Demand Logic and Realization Path
The allocation of land development rights takes many things into account—political order,economic efficiency,social equity,ecological benefits and cultural values.It is a mixed policy tool that balances public interests and private rights in the process of land development,utilization and protection.The allocation of land development rights and the new development pattern are intrinsically related to each other in aspects,such as the convergence of value objectives,coupling of institutional content,and the similarity of promotion means.Under the new development pattern,the allocation of land develop-ment rights presents multiple demand logics,including the fairness logic of"equity+opportunity+rules",the efficiency logic of"space+structure+scale",the order logic of"economy+politics+society",and the sustainable logic of"ecology+culture".In the new era,in order to effectively use the policy tools of land development rights and help the construction of the new development pattern,it is necessary to opti-mize the top-level design based on rights legislation and planning orientation,refine the operation rules of the allocation principle,transfer scope and two-dimensional scale of land development rights,and strengthen supporting mechanisms such as income distribution,fiscal and financial support,technical support,and regulatory rewards and punishments,so as to comprehensively stimulate the momentum of e-conomic circular development in urban and rural areas and promote the modernization of national land governance system and governance capacity.
