Digital industry policies are important factors in achieving regional industrial structure optimiza-tion and upgrading.This paper uses web crawlers and text analysis tools to organize the empowerment data of digital industry policies in various prefecture level cities(states,regions)in China from 2013 to 2023,and uses instrumental variables to test the impact and logic of digital policy empowerment on regional struc-ture optimization and upgrading.Research has found that digital policy empowerment has a significant di-rect impact on optimizing regional industrial structure.Mechanism analysis shows that digital policies have a positive indirect impact on optimizing regional industrial structure through digital infrastructure ecology and digital application ecology,and digital facility ecology and digital applied ecology have a partial inter-mediary role.When considering the geographical differences,the direct impact of digital policy empower-ment on the rationalization of industrial structure in the central and western regions is more significant,while it promotes the upgrading of industrial structure in the eastern regions.At the same time,in the case of heterogeneity in the level of digital ecology,for regions with relatively backward digital ecology,the di-rect impact of digital policy empowerment on promoting regional industrial structure optimization is more prominent.Therefore,while encouraging and strengthening the construction of regional digital ecology,digital policy empowerment should be tailored to local conditions,functional and selective;And strengthen the communication mechanism,coordination mechanism and resource allocation mechanism of the government's digital industry policy to improve the effectiveness of regional industrial structure optimization.
