Optimizing the distribution of small rural schools is the focus and difficult point in the integrated development of urban and rural compulsory education,and it is also an important basis for ensuring that children in remote rural areas receive fair and quality education.At present,it still faces some problems such as excessively dispersed layout,lack of scientific procedures and techniques in decision-making,unbalanced distribution of high-quality resources,and inter-school isolation.Thus,the logic of the optimization of small rural schools'layout should enforce its educational function,reconstruct the layout planning objectives with the framework of"fair-ness,efficiency and quality",lay the education service foundation for rural revitalization with the"centralized + decentralized"layout structure,promote the equal opportunity of rural children to enter school with the"improvement of school accessibility",and promote the balanced allocation of high-quality resources to promote urban and rural areas integrated development.On this basis,education deci-sion-makers should set the layout standards of small rural schools according to local conditions,focusing on the dimensions of"space ac-cessibility,service scope,school scale,quality and balance degree of inter-school education development,and whether schools can pro-mote the inheritance of local culture",and provide supportive strategies including:building an integrated system of small schools'lay-out and rural revitalization planning based on comprehensive location factors;optimize the school layout planning process based on par-ticipatory GIS technology;strengthen the responsibilities of governments at all levels and properly handle problems associated with the layout planning;innovate ways of allocating resources and promote the integrated development of small schools and others in counties and towns.
