The Policy Effect Evaluation of the Central and Western Higher Education Revitalization Program
The policy of"Central and Western Higher Education Revitalization Program"aims to solve the problems that restrict the development of higher education in these regions,and most of the relevant studies still focus on the qualitative analysis of the policy texts.This article uses the difference-in-differences method(DID)to construct an econometric model to evaluate the policy effects of the"Central and Western Higher Education Revitalization Program".The research found that:Firstly,the number of scientific research projects approved by local universities and selected for the"National Basic Ability Construction Project of Western and Central China"increased by 13.40%,the output of scientific research increased by 14.80%,and the awards for scientific achievements increased by 28%.Secondly,with the successive implementation of"construction of high-level universities in central and western provinces"policy,the number of patent authorization increased by 22.1%,and these patents have participated in regional social and economic development through the transformation of scientific research achievements.Moreover,the number of professors has gained a net increase of 5.50%,which has enriched the backbone of teaching staff,while young faculty are not sufficient enough.In the future,the revitalization of high-er education in the central and western regions should focus on the sustainability of policies and the cultivation of provincial self-suffi-ciency,and provide space for the growth of the new generation of faculty.
