Policy Coordination and Optimization of the Cultivation of Top-Notch Innovative Talents in China
The cultivation of top-notch innovative talents is an important support for China to cope with international competition and achieve scientific and technological self-reliance.To comprehensively improve the quality of training top-notch innovative talents,it is urgent to integrate a number of current training policies and promote policy coordination and optimization.The"Talent Plan","Top-Notch Plan"and"Strong Foundation Plan"are the three typical policies for the cultivation of top-notch innovative talents,which have a synergistic basis in terms of target positioning,promulgating agencies,policy audiences,implementation chains,and effect spillovers.The synergy of the three policies has achieved remarkable results in establishing the development direction,connecting the selection and training links,improving the quality of training,and promoting the development of homogeneous projects,but there are also deficiencies such as vague institutional responsibilities,horizontal and vertical barriers of mechanisms,and conflicts in the process of competition and cooperation.To further promote the coordination of policies for the cultivation of top-notch innovative talents,we should start with institutional coordination,mechanism coordination,and process coordination,improve policies and regulations,clarify the responsibili-ties of the main body,strengthen the integration of disciplines,enhance the interaction between the upper and lower levels,promote the integration of resources,and build consensus.
