Jurisprudence Analysis of Teachers'Right to Professional Development and Its Codification
The right of teachers to professional development is the right of teachers to promote the improvement of their professional ideas,professional knowledge and professional skills through self-study and participation in training organized by the state,society or school in order to achieve full and free development of their own profession.The right of teachers to professional development is the legal expression of the right to development at the level of individual human rights of teachers,and is the professional continuation of the right to learn based on the identity of teachers.The content system of the right of teachers to professional development consists of the right to equal opportunity,the right to guarantee conditions,the right to fair benefits,the right to recognition of achievements and the right to request relief.The current legislative protection of the right of teachers to professional development needs to solve the problems of brief provisions on the right to equal opportunity,complex structure of the right to guarantee conditions,scattered forms of the right to fair benefits,lack of content on the right to recognition of achievements and vague expression of the right to request relief.In the process of compiling the"Education Code",we should follow the strategy of first revising the"Teachers Law"and then compiling the"Education Code"to promote systematic legislative protection of teachers'right to professional development.
