Research on the Calculation of the Standard of Recurrent Expenditure Per Student in Compulsory Education—Lessons from Primary School in a Provincial Capital City in Central China
The standard of recurrent expenditure per student of compulsory education and the division of expenditure responsibilities of central and local governments for recurrent expenditure per student are the important contents of the funding guarantee mechanism of urban and rural compulsory education.In this paper,the cost function approach is used to estimate the standard of recur-rent expenditure per student in a provincial capital city.It is found that there is a significant positive correlation between the outcome of primary school education output and the average recurrent expenditure per student.To achieve a higher level of education output,it is necessary to further improve the standard of recurrent expenditure per student in primary schools and pay attention to the differences be-tween schools of different sizes.This study has some policy implications for the central and local government's per capita recurrent ex-penditure standards.
