The Practice and Action Logic of Local Reform Pilots——A Multi-case Analysis Based on the"Incentive-accountability"Collaborative Framework
Pilot reform is an important mechanism for governing the country.China's reform pilot is not only a vertical hierarchical policy experiment,but also shows significant local differences in the horizontal level of local reform pilot.The re-form pilot corresponds to broad policy guidance and policy flexibility,and the conditions for policy implementation will directly affect the effectiveness of local reforms.In local reform pilot projects,incentive structure and accountability are two key factors that affect policy implementation.The results of multiple case studies based on the national rural property rights system reform indicate that the incentive structure,accountability intensity,and resource endowment of local governments constitute the driv-ing conditions for local reform pilot projects,while the action attitude,action space,and action ability of local leaders consti-tute the driving conditions for local reform pilot projects.The synergy of the two promotes local governments to adopt action strategies that strive for innovation,are stable and orderly,and cope with responsibility avoidance and symbolic execution.Therefore,in the pilot of local reform,it is necessary to create a more inclusive policy environment,establish a relatively bal-anced institutional structure,stimulate the enthusiasm and initiative of local reform and innovation,and improve the effective-ness of local governance.
