The effective intervention of public policies is an important engine driving the high-quality development of the sports industry,which runs through the public logic of sports industry policy implementation and provides good governance strategies for the comprehensive construction of a sports power.From the perspective of policy tools and through content analy-sis,this paper analyzes 71 sports industry policy documents released from 2001 to 2020 from the perspectives of policy tools and industrial value chains.The research results indicate that the sports industry is gradually maturing,but overall it presents an imbalance of supply oriented policy tools,environmental policy tools,and demand oriented policy tools.In terms of policy tool classification,supply oriented policy tools occupy an absolute dominant position in sports facility construction,talent culti-vation,and capital investment,while the application of technology support,information services,and public service tools is relatively limited.Among environmental policy tools,strategic measures are more commonly used,while tax incentives,fiscal support,and property rights protection are less commonly used.Therefore,the country should meet the practical needs of the sports industry for policy tools,stimulate market vitality by regulating the allocation of policy tools,and rely on optimizing policy combinations to balance services for the sports industry,promoting high-quality development of the sports industry.
