Foundation University:Transforming and Developing State-owned Private Independent Colleges with a New Approach
The promotion of independent college conversion is an important measure to standardize private higher educa-tion and strengthen the classification management of universities.Currently,there are still 102 state-owned private independent colleges that have not completed the conversion,accounting for two-thirds of the total number of independent colleges that have not been converted,seriously affecting the overall conversion process.Foundations have the legal status to organize private uni-versities;their unique fundraising model and operational mechanisms can effectively broaden sources of educational funding and improve university governance,which can help state-owned private independent colleges complete the conversion and achieve sustainable development post-conversion.While universities run by foundations have a history of a century abroad,it is still considered a model innovation in our country.The conversion of state-owned private independent colleges to private universities relying on foundations established by the government requires coordination from national ministries such as the Ministry of Ed-ucation and provincial governments to refine specific policies,correctly manage the relationships between local governments,foundations,and the schools being converted,and explore establishing a diverse governance model that includes government guidance,social support,school autonomy,faculty and student identification,and participation by all stakeholders.
