Joint Governance:Stepping out of the"Bureaucratic Internal Competition"——Theoretical Reflection on Common Governance Based on the Practice of"Co-creation"in Hubei Province
In the current practice of grassroots governance in China,there has been a phenomenon of"the more the state invests,the lower the effectiveness",which is explained as the"internal competition of bureaucracy".How to overcome the"bureaucratic internal competition"has become one of the practical difficulties in promoting the modernization of grassroots governance in China.In promoting the modernization of grassroots governance system and mechanism innovation,Hubei Prov-ince adopts the method of"co-creation"to innovate the ability of the state and society to provide public services in both direc-tions,improve the mechanism of interest linkage between the state and society,expand the interactive field of common space,enhance the institutionalization level of participation and the ritualistic frequency of interaction,and is committed to building a social governance community with common habits,gradually giving birth to the theoretical prototype of"co-governance".In common governance,the state and society are in a mutually beneficial interaction,and through the state cultivating society and society giving back to the state,the effective combination of national autonomy and social autonomy is achieved.Joint govern-ance presents a positive form of nationalization,which can not only alleviate the dilemma of a large amount of national resources sinking and the gradual decline of governance marginal benefits,but also eliminate the contradiction between the limited capaci-ty of national public services and the infinite public needs of the people,and is expected to break out of the dilemma of"bureau-cratic involution".
